Background
The organization
The City of Gentilly, a municipality in the Val-de-Marne region bordering the south of Paris, has a population of almost 20,000. In January 2026, Gentilly was awarded the 5@ label by the Villes Internet association, which recognizes local authorities committed to inclusive, responsible digital citizenship.
The CIO team
The City of Gentilly’s CIO is in the process of being restructured. Initially made up of four people – two Project Managers, a member of staff in charge of administration and the CIO – the team is set to grow to support the community’s digital ambitions.
The major challenges facing the CIO
- Support and deploy the municipal digital strategy through a portfolio of projects covering digital education, Cybersecurity, digital inclusion and modernization of online services.
- Rethinking the CIO organization and strengthening its governance
- Build a hybrid, mostly cloud-oriented IS to focus on strategic steering and Project management rather than maintenance of a local infrastructure.
The need
Support the roll-out of the local authority’s IT master plan using an integrated management tool capable of covering all the CIO’s business needs: financial management, project tracking and contract management.
Benefits
- Centralization of all aspects of IT department steering in a single tool: finances, Projects, time spent, contracts and suppliers.
- Efficiency and time savings on all management activities, with controlled delegation of budget perimeters.
- Near-real-time financial transparency and seamless interfacing with the local authority’s business intelligence tools.
- Peace of mind when tracking progress and making decisions.
- Easier collaboration with elected representatives, the department’s general management and the Projects department.
- Greater visibility and value for CIO progress within the management committee, without technical barriers.

Today, I prepare my budget in Abraxio. It takes just two hours to complete – whereas it used to take me a whole week or more. The time saved is considerable.
