Press releases
Abraxio has surveyed its customers to find out what their main challenges will be in fiscal year 2025, against a backdrop of growing economic uncertainty and rising Cybersecurity challenges.
According to the findings, 41% of CIOs expect their budgets to increase. This trend reflects not only inflation but also continued strong demand for the digitization of business operations and Digital transformation to enhance organizational efficiency, as well as a strengthened commitment to Cybersecurity and digital innovation.
Conversely, 12% anticipate budget cuts, often imposed by the economic difficulties of the sectors in which they operate, or strict budget-cutting directives in the public sector, for example.
29% will maintain the same levels as in 2024, and 17% are still uncertain about their forecasts.
Discussions with CFOs and CEOs are expected to be challenging: 47.5% of respondents anticipate difficult discussions (compared to 41% who do not), illustrating the pressure the IT department faces to align its resources with the company’s strategic priorities, all business unit requests, and the operational requirements of the information systems (particularly security), as the IT department’s recurring costs represent a substantial and difficult-to-reduce portion of the budget. The acceleration of digital transformation is forcing complex trade-offs.
This budgetary decision should not rest solely with the CIO but should rather be the subject of an informed and collaborative decision made at the Executive Committee level. Abraxio facilitates this process by providing CIOs with a methodological framework for making rational choices based on concrete and objective data. To establish its capital budget, the IT department consults with all business units within the company to identify needs for the coming fiscal year. Each project is analyzed, costed at a high level, and, most importantly, evaluated using a scoring system shared with the business units that measures both the value it generates for the company and its implementation conditions. Supplemented by lessons learned from the past (such as a comparison with the Budgets from the previous year), this approach fosters strategic and balanced discussions within the organization and during executive committee decision-making meetings.
The Main Challenges Facing CIOs in 2025
The major challenges identified by CIOs include growing budgetary pressure (22.3%), leading to tense discussions with the CFO; the need to align priorities with business unit expectations and corporate strategy (18.1%); and the challenge of ensuring budget education (17%).

Samuel Revenu, CEO of Abraxio, emphasizes that“despite these challenges, investment in digital technology remains a strategic priority for companies, motivating CIOs to secure additional resources, particularly for Cybersecurity and innovation.”
The budget preparation process remains a rigorous undertaking, spanning several months from early summer through November. Abraxio facilitates this process through an innovative platform designed for CIOs, which enables them to collect, quantify, and present business requirements in a structured manner, complete with relevant context to inform decision-making. This significantly reduces the time spent on preparing and analyzing budgets, leaving more time for strategic discussions within the executive committee.
