Press releases
Abraxio has surveyed its customers to find out what their main challenges will be in fiscal year 2025, against a backdrop of growing economic uncertainty and rising Cybersecurity challenges.
According to the results, 41% of CIOs expect their Budgets to increase. This trend reflects not only inflation, but also continued strong demand for business digitization and digital transformation to boost organizational efficiency, and a reinforced commitment to Cybersecurity and digital innovation.
Conversely, 12% anticipate budget cuts, often imposed by the economic difficulties of the sectors in which they operate, or strict budget-cutting directives in the public sector, for example.
29% will maintain the same levels as in 2024, and 17% are still uncertain about their forecasts.
Discussions with CFOs/CEOs are likely to be tricky: 47.5% of respondents expect difficult exchanges (compared with 41% on the contrary), illustrating the pressure CIOs are under to align their Resources with the company’s strategic priorities, the full range of business demands and the operating requirements of the information system (security in particular), with recurring CIO costs representing a substantial and hard-to-compensate share of the Budgets. The accelerating pace of digital transformation means that complex trade-offs have to be made.
This budgetary arbitration must not be left to the CIO alone, but must be the subject of an informed and concerted decision by a Management Committee. Abraxio facilitates this process by providing CIOs with a methodological framework for making rational choices, based on concrete, objective data. To draw up its investment Budgets, the CIO consults all corporate functions to identify needs for the coming year. Each project is studied, “macro-encrypted” and, above all, evaluated using a scoring system shared with the Business Units, which measures both the value generated for the company and the conditions of execution. Combined with lessons learnt from the past (comparison with N-1 budget balances, for example), this encourages strategic and balanced debates within organizations and at CODIR arbitration meetings.
The main challenges facing CIOs in 2025
The major challenges identified by CIOs include growing budgetary pressure (22.3%), leading to tense discussions with the CFO, the need to align priorities with business expectations and corporate strategy (18.1%), and the challenge of communicating the budget (17%).

Samuel Revenu, CEO of Abraxio points out that “despite these challenges, investment in digital remains a strategic priority for companies, motivating CIOs to secure additional resources particularly for Cybersecurity and Innovation“.
The budget preparation process remains a rigorous ordeal, spread over several months from early summer to November. Abraxio facilitates this process with an innovative platform dedicated to CIOs, enabling them to collect, quantify and present business needs in a structured way, with relevant perspective to inform the decision. This significantly reduces the time spent on building and analyzing Budgets, leaving more room for strategic discussions within the management committee.
